Chevron Plans $7 Billion Venezuela Investment To Double Oil Production Growth

Chevron Corporation on Wednesday disclosed new agreements with Venezuela that revise the terms of its joint ventures, paving the way for additional investment, project development and production growth.

This follows recent news of President Donald Trump allowing U.S. companies to participate in developing Venezuela’s oil resources. Venezuelan official Delcy Rodríguez said the 25-year deal targets an increase in crude production to 1.5 million barrels per day.

Chevron Plans Investment In Next 5 Years

The agreement offers improved fiscal, commercial and legal conditions aimed at supporting sustainable, competitive investments.

Chevron has also received additional acreage in the Orinoco Belt, where it already has an established presence.

The updated terms support plans to invest more than $7 billion over the next five years and more than double production to approximately 600,000 barrels per day from 2026 levels.

With total costs below $20 per barrel and access to substantial resources, Chevron views Venezuela as a platform for differentiated oil growth under its disciplined cash management approach.

Chevron Chairman and CEO Mike Wirth said that the improved terms and additional acreage strengthen Chevron’s portfolio with low-cost oil growth opportunities, while supporting energy supply and long-term value creation.

CVX Technical Outlook: Uptrend Vs Overbought Momentum

From a trend perspective, CVX is still extended to the upside: the stock is trading about 4.9% above its 20-day SMA ($199.77) and roughly 16.2% above its 200-day SMA ($180.30), keeping the longer-term uptrend intact. The 20-day SMA remains above the 50-day SMA, and the 50-day SMA is above the 200-day SMA—two bullish crossover signals that typically show buyers are still in control on pullbacks.

Momentum is the bigger near-term risk: RSI is 71.13, which puts the stock in overbought territory and can signal a “stretched” move where upside follow-through gets harder without a reset. That lines up with the recent swing high in August and the note that RSI pushed into overbought territory in September, a setup that often leads to consolidation rather than a straight-line continuation.
